Raymond A. Biering joined the firm in February 2006 as of counsel. Mr. Biering was formerly a senior Deputy County Counsel for the County of San Luis Obispo. During his eighteen-year tenure with the San Luis Obispo County Counsel's office, Mr. Biering represented various public entities, including the San Luis Obispo County Board of Supervisors, the San Luis Obispo County Planning Commission, the San Luis Obispo County Air Pollution Control District, the San Luis Obispo County Local Agency Formation Commission, the San Luis Obispo County Integrated Waste Management Authority, the San Luis Obispo County Council of Governments, the San Luis Obispo County Regional Transportation Authority, and the San Luis Obispo County Airport Land Use Commission. Notably, he also served as legal counsel to the Mission County Formation Review Commission in 2004 -2005, a commission appointed by the California Governor to study the proposed split of Santa Barbara County. Mr. Biering currently serves as general counsel to the San Luis Obispo County Air Pollution Control District, the San Luis Obispo County Local Agency Formation Commission, the San Luis Obispo County Integrated Waste Management Authority, and the San Luis Obispo County Pension Trust.
Prior to his service with the San Luis Obispo County Counsel, Mr. Biering was a partner with the law firm of Biering & Biering in Morro Bay, California, and was formerly a Staff Investigator and attorney for the California Coastal Commission, South Coast Regional Commission.
During his career, Mr. Biering has handled numerous complex trial and appellate cases in various fields, including land use/environmental law, solid and hazardous waste law, public contract law, election law, real estate law, administrative law, and construction law. He has also published a number of legal articles and professional papers, and has been a lecturer at numerous professional conferences.
Mr. Biering graduated with a B.A. from the University of California, Berkeley in 1974 and Loyola Law School, Los Angeles with a Juris Doctorate in 1979.
Mr. Biering has practiced law in the public and private sectors in San Luis Obispo County since 1980 and was the President of the San Luis Obispo County Bar Association in 1997. He is a member of the California State Bar, and is admitted to practice before the California courts, the various federal courts, and the United States Supreme Court.
